You have to look closely (see the full-res version at flickr.com/photo_zoom.gne?id=462500055&size=o ) - the Mom on the left is harboring two pups - the eye of the second is at the far left of the image... the otter to the right is presumed to be an adult. Thanks to Joyce Cory for the observation.
